I'm worried about the deprecation of Chrome Apps because I want to create a
simple telnet client. Could I do this as just an extension? Could I create
a ssh client as an extension? Or does the network code require native
client?

Sorry if this seems off-topic, I just want to know if native client is
required for this functionality.

From my understanding the best way would be to use something like
NativeClient. I'm not sure how you can access raw TCP/IP with the
javascript api. It looks like the eventual move to pure WebASM would
lack this feature, so not sure what you would do then. I work on
targeting mainly chromebooks and I'm hoping the android compatibility
will be across more devices by then, then I can just use shared native libs.
